Below is some information I found which helps make selling number plates clearer..
The grantee (seller), can sign & date in sections 1 & 6 & supply the V778 retention document to the new buyer. It is then the new buyers responsibility to assign / transfer the registration number from the certificate to there vehicle.
When the registration number has been assigned / transferred to there vehicle the rights or entitlement switch from the person named on the V778 to the registered keeper of the vehicle which the number plate is now on.
Can post document via Royal Mail registered post after payment received, if required.
